This is Donghae City Council shelter in Gangwon province, probably the only governmental shelter in Korea that actually spends the public money to take good care of abandoned animals.
The shelter dogs used to be kept in metal cages but the local supporters’ hard effort brought a change for animals. What an inspirational effort!
